Stephen Drucker moved to Los Angeles in 1978 and used his expertise to help develop the Legal Action Workshop concept at L.A.W.'s first storefront office in Sherman Oaks. The concept was to provide low cost legal services in three main areas, namely Attorney-assisted law (in pro per), document preparation and full representation. Stephen developed a love of working with ordinary people and helping them solve their legal issues quickly and cost effectively. He created a standardized approach to Attorney-assisted (in pro per) law, and a unique Attorney-assisted practice, incorporating a flat fee 'in pro per' or 'partial representation' model as an alternative to full legal representation. The practice grew to offices in Los Angeles and Orange Counties.

The utilization of mass advertising (including television) coupled with the ease of use and affordability of computers allowed the high volume, neighborhood office concept to flourish and the Legal Action Workshop name to achieve high recognition in Southern California.
